The mobile page is designed to be inserted into an sms message. The link needs the user id associated with it for it to work correctly. When it is in an sms, the user id is there and associated with the link. However, the live link doesn't have the needed data. You can put /?contactId=~Contact.Id~ at the end of the url with a contact id in place of ~Contact.Id~ then it would work.
Mobile Page URL isn't working
Mobile pages are meant to be added directly to a SMS message if you want to add these pages elsewhere this is how you would do that.
